Job Purpose:
The Department of Human Settlements, Western Cape Government has an exciting employment activity for two suitably qualified Candidate Town and Regional Planners (OSD) to provide technical, town and regional planning, project management and administrative support to Departmental Projects and to perform this role of Candidate Town and Regional Planner, whilst gaining the necessary experience within the Department of Human Settlements or outside of it to register as Professional Town and Regional Planners with the South African Council for Planners (SACPLAN).
The successful incumbents must have the ability to work under pressure, willingness to work irregular hours and meet tight deadlines.
These contract positions are based in Cape Town – CBD.

Minimum Requirements:

:
An appropriate B-degree in Urban/Town and Regional Planning or relevant qualification; Registration with SACPLAN as a Candidate Town and Regional Planner in training is compulsory upon appointment; A valid code B driving licence.

Ability to work across disciplines in multi-disciplinary teams at different scales (project municipal planning or forward planning).
Key Performance Areas:
Perform planning functions and activities in accordance with town and regional planning principles in land development entail: Provide technical assistance to professional teams on all aspects regarding town and regional planning projects; Adhere to legal requirements in town and regional planning; Coordinate the implementation of development in compliance with applicable legislation and town and regional planning standards and guidelines; Provide support in the compilation and adoption of technical and planning standards, norms and guidelines; Implement planning legislation, guidelines, policies and regulations; Coordinate site clearance processes in terms of Project Execution Plans; Support the planning and design of sustainable human settlement; Provide technical assistance in the compilation of spatial development frameworks (SDF), as part of the IDP processes; Office Administration; Research and Development.
Competencies:
Knowledge of town and regional planning legal and operational compliance; Knowledge of town and regional planning systems and principles; Communication (written and verbal) skills; Good computer literacy skills in Microsoft Project, Microsoft Planner, MS Office, Intranet, Internet, Arc Map GIS/Arc View GIS, AutoCAD and other relevant software packages; Project management skills; Research and development skills; Analytical skills; Planning and organising skills; Proven problem and analysis skills; Ability to work within specific time frames, work effectively both as part of a team and independently; Ability to draft complex technical reports, memorandums and submissions; Ability to work within specific timeframes; Ability to interpret relevant town and regional planning legislation, policies, prescripts, guidelines, norms and standards, procedures and best practice.
Remuneration:
All -inclusive salary package of R 535 563.00 per annum (OSD as prescribed)

Note on Remuneration: :
Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc.
MMS remuneration packages are flexible and may be individually structured as prescribed.
Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
